The proposed law aims to improve animal safety while in transit by mandating that pets be restrained with a harness, seat belt, or held by a passenger.
The bill also stipulates that drivers cannot hold a dog in their lap, and pets cannot put their head or any other body part outside a car window.

This would include dogs traveling in the back of pickup trucks, which must be secured in a crate large enough to allow them to turn around.
The proposed regulations have received criticism from some dog owners, who view the open car window as a source of joy for their furry friends. However, proponents of the bill argue that it is necessary for animal safety and that the new provisions would help prevent injuries caused by pets being unrestrained in vehicles.
The bill also includes other animal welfare regulations, such as a ban on cat declawing, a prohibition on certain animal testing, and the requirement for the Florida Department of Law Enforcement to create an online registry of convicted animal abusers.
Those who violate the new provisions would be subject to a noncriminal traffic infraction, punishable as a moving violation. While it remains to be seen whether the bill will be passed, it has sparked a conversation about animal safety in vehicles and the responsibilities of pet owners.
